## Oil Nears $100, Capital Gets Smarter, and Mamdani Tries On the Presidency
Welcome to this edition of the **Daily Barrel** on **Wildcatters Intelligence**, delivering the most crucial **oil and gas news** for today.
The Daily Barrel | July 23, 2026
Oil prices are climbing, traders are staring at shipping lanes, and New York Mayor Zohran Mamdani has discovered that being mayor does not, in fact, make you president of the United States.
While **oil prices today** climb near $100, the oil market is dealing with rising prices, tighter shipping conditions, and uncertainty over future supply.
Mamdani had talked about arresting Israeli Prime Minister Benjamin Netanyahu if he came to New York. After checking with the city’s lawyers, he acknowledged that he does not have the legal authority to do it. Apparently, City Hall does not come with its own foreign policy, military, or international arrest squad.
That is probably disappointing for anyone who thought the mayor’s office included complimentary presidential powers.

## Global Markets: Strait of Hormuz Geopolitical Risks and Oil Prices Today Near $100
Brent crude rose for a fifth consecutive session Thursday, climbing 4% to $97.87 a barrel, while West Texas Intermediate gained 3.2% to $89.63. The immediate trigger was another tanker incident near the Strait of Hormuz. Houthi attacks near Bab el-Mandeb have created a second shipping problem for a market already running low on patience.
That does not mean global demand suddenly exploded overnight, and it does not mean “Big Oil” held a meeting and picked a higher number. Crude is priced through global physical and futures markets that react to supply, demand and—most importantly this week—the probability that future barrels may arrive late, cost more to insure or fail to arrive at all.

The fundamentals are not exactly loose. U.S. commercial crude inventories rose by 2 million barrels last week to 411.7 million, but remained 6% below the five-year seasonal average. Gasoline inventories were 7% below average and distillates were 10% below average, while refineries ran at 96.1% of capacity. OPEC also revised its estimate for 2026 demand for participating countries’ crude down by 200,000 barrels per day, suggesting this rally is not simply a story of runaway consumption.
The market is paying for scarcity, but it is also paying for fear. Right now, fear has the better marketing department.

## Infrastructure Activity: U.S. Rig Count Climbs and Qatar LNG Contracts Under Pressure
The U.S. rig count rose by seven last week to 588, up 44 from a year earlier. That is not a drilling boom, but it shows more equipment returning to work.
LNG buyers are also using the Hormuz disruption to push Gulf suppliers for cheaper pricing, more flexible destinations and stronger backup-delivery protections after QatarEnergy shut plants and declared force majeure. Energy security is no longer a paragraph near the back of the contract. It is becoming part of the price.

## Oil and Gas Capital Raising: Re-Evaluating Auctions and Structural Private Placements
Higher oil prices make fundraising easier, but they also create lazy decks. A serious raise should not depend on Brent staying near $100 or WTI remaining close to $90. Capital raisers should show investors a conservative price deck, explain exactly where every dollar goes, and connect each capital tranche to a measurable operating milestone.
They should also stop treating every raise like a Friday-at-five auction. Manufactured urgency may get people into the data room, but it does not replace trust or diligence. A staged close, clean data room and consistent communication give serious capital time to understand the geology, operating plan, downside case and exit strategy.
A good deal should survive questions. It should not need a countdown clock.
The legal structure must be decided before marketing starts. Rule 506(b) generally prohibits public solicitation, while Rule 506(c) permits broader advertising only when every purchaser is accredited and the issuer takes reasonable steps to verify that status. Regulation D offerings also generally require a Form D filing within 15 days after the first sale.
Posting the deal everywhere and deciding what exemption applies afterward is not growth hacking. It is an expensive way to meet securities counsel.
The best capital raisers are building cleaner data rooms, shortening response times, underwriting downside cases and keeping investors engaged after the wire arrives. AI can help manage the pipeline, summarize diligence questions and personalize follow-ups. It cannot make weak economics strong.

## Political Ambitions: Zohran Mamdani Discovers City Hall Legal Limits
Mamdani’s arrest idea ended where many ambitious political ideas end: in a meeting with lawyers.
He appears to have mistaken City Hall for the White House with worse parking. New York’s mayor can manage city agencies and argue with Albany. He cannot activate an international arrest warrant because he feels Trump-sized before lunch.

Oil traders have moved on. They are watching Hormuz, Bab el-Mandeb, inventories and tanker insurance—not whether the mayor has found the nuclear codes under his desk.
